What it is
The Chinese Embassy in Spain provides notarial services for Chinese citizens living in Spain or Andorra (180 continuous days, permanent or long-term residence, or a long-term work or study visa): powers of attorney (委托书), declarations (声明书, for example of single status or consent for a child to travel), fingerprints, signatures on court documents and others. You must bring the application form, your Chinese passport and residence card (originals and copies) and the documents for each type; the power of attorney or declaration is signed in person in front of the official, not beforehand. Since 27 October 2025 you book and pre-check through the "中国领事" app. It costs 19 € per original (6 € per copy) and is collected on the fourth working day; urgent service costs 40 € or 50 €. In principle, notarial acts on the sale or inheritance of property, company matters or loans are not provided.

Steps
Step 1: Book and pre-check in the “中国领事” app
Since 27 October 2025, in the app’s “公证办理” module you fill in your details, choose the notarial type and upload documents. Once the pre-check is approved, you book the appointment. For emergencies, write to [email protected].

Powers of attorney and declarations must be signed before the consular officer; do not sign or date them in advance.

Do they do powers to sell a flat in China?
In principle no: they do not handle notarial acts to buy, mortgage, sell or inherit property or other major assets, nor company or financial matters.
