Convenio especial de asistencia sanitaria (Comunitat Valenciana)
What it is
People with no other right to public healthcare can sign a special healthcare agreement with the Conselleria de Sanidad (Decree 190/2013). Requirements: have actually and continuously resided for at least one year immediately before applying in Spain, another EU or EEA state, Switzerland or the United Kingdom; be on the padrón of a municipality in the Valencian Community when applying; and have no access to public healthcare under Spanish law, EU regulations or Spain's bilateral agreements. You submit the application form and the direct debit form; with a digital certificate or Cl@ve it can be done online.

When
For people registered in the Comunitat Valenciana who are not insured or beneficiaries of the National Health System, have no other public cover and prove one continuous year of actual residence in Spain (or the EU, EEA, Switzerland or UK). Applications are open all year.

Steps
Step 1: Submit the application
Go to the official website: Special agreement (Conselleria de Sanidad)To the Territorial Health Directorate of your province: through the online procedure, or by downloading the two forms (application and direct debit) and submitting them at a registry office, for example a PROP office.

Step 2: Wait for the decision
You are notified within 30 working days at most of the application being received.

Step 3: Sign the agreement within 3 months
You have up to three months from notification to sign: electronically through “Justificación/Cobro” or in person when called. If you do not sign in time for reasons attributable to you, the procedure lapses.

Does it cover medicines?
No. It does not cover the supplementary common services: pharmaceutical and orthoprosthetic benefits, dietary products or non-urgent medical transport.

Which bank account should I use?
A Spanish account (IBAN starting with ES) is recommended, and the account holder should have an NIE.

If I get other cover or leave, what do I do?
Tell the Territorial Directorate as soon as possible (for example, through the “Subsanación” procedure); otherwise you may keep being charged until the data are cross-checked.
