What it is
The non-contributory pension, managed in the Valencian Community by the Conselleria de Servicios Sociales, provides a payment, free medical and pharmaceutical care and social services for people who have not paid enough contributions. Retirement: be over 65 when applying, live legally in Spain and have done so for 10 years between age 16 and pension age (two of them consecutive and immediately before applying), and lack sufficient income. Disability: be between 18 and 65, have lived legally in Spain for 5 years (two immediately before), have a disability or chronic illness of at least 65 % and lack sufficient income. You can apply all year round.

Steps
Step 1: Submit the application
Go to the official website: Non-contributory pension application (GVA e-office)Online with electronic signature on the Generalitat e-office, or at the registry of the Social Services territorial offices (Alicante, Castellón or Valencia), PROP offices, other public registries or Correos.

Step 2: Wait for the decision
The maximum time to decide is ninety working days. If there is no decision by then, the application is deemed refused (negative silence); you can file a prior claim before going to the social courts.

Step 3: Report changes
As a pensioner, report within 30 days changes in household, marital status, residence or income; and file the annual income declaration in the first quarter if asked.

Fees
In 2026 the full pension is €8,803.20 a year (€628.80 a month), in 12 monthly payments plus two extra payments; the individual amount depends on income and household and cannot fall below 25% (€157.20 a month).
